A comprehensive analysis of the impact on marine ecology of the construction, operation, maintenance and decommissioning of the turbines and power lines is required. It will include positive, negative and neutral aspects. A weighting measure should be employed to give an overall view of the impact. Mitigation actions should be developed for negative impacts. Accountability for these actions must be clear and ongoing.
Although construction is likely to have an overall negative impact on marine ecology, a long-term benefit by providing habitat for local species is hopefully an outcome.
